A neophyte Japanese lawmaker has come under fire after he broke protocol and personally handed a letter to the emperor. The incident occurred earlier this month at an annual autumn garden party at the Imperial Palace in Tokyo. As Emperor Akihito and his wife, Empress Michiko, welcomed a line of guests, Taro Yamamoto—a former actor who was elected to parliament in July—gave the emperor a letter, a gesture considered impolite and inappropriate.

Video footage of the encounter, which was broadcast repeatedly on Japanese television, shows the emperor taking the letter and briefly speaking with Yamamoto. A smiling but wary-looking Empress Michiko is seen gently pulling her 79-year-old husband’s elbow from behind. As the emperor turns around, the letter is quickly taken by a member of the Imperial Household Agency.

Yamamoto’s action was quickly criticized, and several media outlets reported that many Japanese were “baffled by what they consider to be a major breach of protocol: reaching out to the emperor in an unscripted act.” Critics said that Yamamoto broke a taboo by trying to get the emperor involved in politics by delivering the handwritten letter, which expressed concern about the health impact of the Fukushima nuclear crisis. “There’s a consensus in the ongoing political squabbles of the day that the emperor ought not to be involved,” said Jeffrey Kingston, director of Asia studies at Temple University’s Tokyo campus. “And clearly nuclear energy is a huge political issue in Japan today.”

The controversy shows that the role of the emperor remains a highly sensitive issue, nearly 70 years after Emperor Akihito’s father, Emperor Hirohito, renounced his divine status following Japan’s defeat in World War II. Since then, the emperor has been seen as a symbol of the state. However, many conservatives still view the emperor and the royal family as “divine” and believe that a commoner should not talk to him. In the past, commoners were not even allowed to look at the emperor directly, but today, Emperor Akihito meets with ordinary people.

Although Yamamoto has been banned from attending future palace events, he has apologized and has been rejecting calls to step down. “I wanted to directly tell the emperor of the current situation,” Yamamoto told reporters. “I wanted him to know about the children who have been contaminated by radiation. If this goes on, there will be serious health impacts.”

In a statement, the vice chief of The Imperial Household Agency said that Yamamoto’s action was “inappropriate,” and that the incident could “affect operations of future palace public events.” He also added that the agency has the letter and that the emperor has not read it.
