There are now many concerns from parents of young teenagers who won’t be joining the army any time soon. They are worried that their sons could suffer extensive abuses when they join the military. The widespread human rights abuses in the military is appalling and becoming a fearful problem.

The truth of the matter is abuses are taking place in many units, not in just a few. In general, the recent reports of abuses have convinced young parents that they shouldn’t willingly send their sons to the army if such horrific cases continue. For parents that have sent their sons to fulfill their mandatory military service for 24 months, it is a living nightmare. The amplified rates of abuse cases and rise in suicides in the army aren’t something a parent can easily sleep on. To make matters worse, there has been a shooting rampage at a Marine unit. The incident clearly proved violence and abuse in the military is not something anyone can ignore.

The Marine corporal who went on a shooting rampage at a barrack of the Marine Second Division on Ganghwa Island said during an investigation that continuous bullying by senior officers led to the shooting. As a result, four soldiers were gunned down and killed. A private first class officer, who was also arrested on charges of complicity in the shooting, also stated during the investigation that he had suffered abuse from senior officers. The soldier said his seniors set his Bible on fire, and said that a sergeant has the same status as God.

It was six years ago when a corporal in an Army frontline unit in Yeoncheon went on a shooting spree. The rampage left eight soldiers dead. The general public is criticizing the government and the military for not making sufficient efforts to stamp out abusive practices. Immediately after the recent incident, Defense Minister Kim Kwan-jin issued an emergency directive to the Army, Navy, Air Force and Marine Corps to inspect all units to discover any cases of bullying. Critics argue that there have always been cases of bullying and there always will be. The inspection results won’t be all that negative and the Defense Ministry will close the issue to deter public attention. Soon enough, people will slowly forget. Whatever the tactics may be, the ministry must focus on changing and enhancing the military culture.

Instead of placing only one or two civilian psychologists at division-level units more should be operating at all regiment or battalion level units to provide psychological help for soldiers. The facts that young soldiers have someone to talk to could be very helpful in preventing extreme cases of suicides and shooting sprees. It clearly appears that the military is in need of a strong inspection team including civilians to verify all cases of abuse. A new monitoring system must be placed to check up on not one but every soldier.

발사할 때 공모 혐의로 체포된 상병 역시 조사과정에서 선임병으로부터 학대를 겪었다고 말했다. 그 군인은 그의 선임병들이 그의 성경책을 불에 태웠고 병장은 신과 같은 위치였다고 말했다.

6년 전에 연천의 최전선 부대에서 상병이 총기를 난사한 사건이 있었다. 그 광란은 8명의 군인들을 죽게 했다. 대중은 폭력적인 관행을 근절하기 위해 충분한 노력을 하지 않기 때문에 정부와 군대를 비판하고 있다.

부대에 한 두 명의 민간인 심리학자들을 두는 대신에 군인들에게 심리적 도움을 제공하기 위해 모든 연대 혹은 부대에 작전을 벌여야 한다. 어린 군인들이 자살과 총기 난사의 극단적 경우를 예방에 매우 도움이 되기 위해서는 이야기할 사람이 필요하다는 것이 사실이다.

그것은 분명히 그 군대가 모든 학대를 확인하기 위해 민간인을 포함해 강력한 점검 팀이 필요한 것 같다. 새로운 감시 체제가 한 명이 아닌 모든 군인들에게 확인 되어야 한다.
