Is there a law to protect innocent and helpless animals from being abused by their owners? The government will toughen penalties for people that mistreat animals. There have been countless cases of animal cruelty in the recent months and the government has finally stepped in.

Sources say people caught killing or inflicting deadly injuries on animals will be put behind bars, starting next year. The government plans to make it mandatory for pet owners to register with the municipal administrations from 2013. The law is an effort to prevent animals from being abandoned or abused.

The National Assembly has decided to revise the current Animal Protection Act동물애호법. The Ministry of Food, Agriculture, Forestry and Fisheries농림수산식품부 has supported the act by passing it through the plenary session. The revision states animal abusers will be fined a maximum sum of 10 million won or spend up to one year in prison. The current law states those caught mistreating animals are only subject to up to 5 million won in fines.

Although current pet owners are advised to register their pets on a voluntary basis, they will be obliged to register ownership with respective municipal administration in 2013. The idea behind this is to make it much easier for pet owners to locate their lost animals. Furthermore, it is to discourage pet owners from abandoning their animals. A disappointing and shameful figure shows pets either intentionally abandoned or lost jumped to over 100,000 from 25,000 in 2003.

Municipal administrations will soon be creating teams to rescue and care for abused or abandoned animals. Owners of such pets will be obliged to pay for their pets’ medical treatment costs and every related expense. Countless civic groups, animal rights groups and even the general public have raised their voices in anger due to reports of countless cases of animal cruelty occurring across the nation in the past year.

When a local broadcaster aired footages of a dog being harshly beaten by a man, a loud public uproar occurred. The perpetrator quickly left the scene and the injured dog was immediately taken to a nearby veterinary clinic by the camera team. The incident has pushed thousands of citizens to file a petition with the police to prosecute the man. The abuser still remains at large.

Furthermore, the seven high school student caught savagely murdering nine dogs in their local village haven’t been prosecuted because they said they did it for fun and deeply repent for their deeds. There was also a case of a young woman throwing her neighbor’s cat from the 10th floor of an apartment building to vent her raging anger. The question is, how will the government now deal with people consuming dogs?

지역 방송국에서 사람에게 가혹하게 맞는 개의 장면을 방송했을 때, 분노한 대중이 벌떼처럼 일어났다. 가해자는 재빠르게 그 화면에서 사라졌고 다친 개는 즉시 카메라 팀에 의해 가까운 동물 병원으로 옮겨 졌다.

그 사건은 수천 명의 시민들이 그 남자를 기소하기 위해 경찰에 탄원서를 제출하도록 밀어붙였다. 그 학대범은 아직 잡히지 않은 상태이다.

게다가, 그들 지역의 개 아홉 마리를 무참히 살해한 혐의로 잡힌 7명의 고등학생들은 기소되지 않았다. 왜냐하면 그들은 재미로 그렇게 했고 자신들의 행위에 대해 깊이 뉘우친다고 말했기 때문이다.
